The Rainbow Strategy conducted a two-day in-house training and capacity-building programme, from June 27 – 28, 2024, for SGL Officers 04 – 14 at the Federal Ministry of Budget and Economic Planning, Abuja. The programme aimed to enhance the skills and capabilities of 340 staff members to ensure effective delivery of the Ministry’s mandate. The training focused on three critical areas: Civil Service Rules, Executive Orders, and the Performance Management System.
During the presentation of certifications to participants, Franklyn Ginger-Eke, the founder and chief strategist of The Rainbow Strategy stated that the key training objective was to equip participants with comprehensive knowledge of civil service rules and provide insights into the significance and application of Executive Orders, and as well introduce and enhance understanding of the performance management system (PMS) for greater output in support the Renewed Hope agenda of the Tinubu administration.
Ginger-Eke further said, “the training outcomes include enhancement of participants’ understanding and application of Civil Service Rules, increased awareness and effective implementation of Executive Orders, and improved performance management practices within the Ministry. Ultimately, these improvements will lead to enhanced service delivery standards. The training programme is a significant step towards building the capacity of the Ministry’s staff. Continued investment in similar initiatives is recommended to sustain and build upon the improvements achieved”.

Responding, Emmanuel Oka Ukpai, the Director, Human Resources Management of the Ministry confirmed that, “feedback received through surveys and informal discussions indicates participants appreciated the relevance and practicality of the content covered, particularly the sessions on performance management systems, while the interactive sessions and workshops were highly rated for promoting active participation and practical understanding. It also commended the trainers’ knowledge and delivery, with many participants expressing a desire for more frequent training sessions”.
He agreed that the two-day training and capacity-building programme conducted by The Rainbow Strategy was a significant step towards enhancing the skills and capabilities of the Federal Ministry of Budget and Economic Planning staff. The training was well-received, and the participants are expected to apply the knowledge gained to improve service delivery within the Ministry. Finally, he promised that continued investment in such training initiatives would be recommended to maintain and build upon these improvements.
